This work presents a formalized Cyber-Physical-Social Systems (CPSS) framework for autonomous vehicles (AVs), conceptualizing them as networked intelligent agents operating within dynamically coupled physical, cyber, and social subspaces. Moving beyond vehicle-centric models, we integrate principles from stochastic control, graph theory, and computational ethics to formalize the interdependence of autonomy, connectivity, and ethical reasoning. The framework models AV decision-making as a socially-constrained Partially Observable Markov Decision Process (POMDP), where effective autonomy emerges from the co-optimization of onboard intelligence, ultra-reliable low-latency connectivity, and socially-embedded ethical constraints. Key contributions include: a mathematical formalization of the autonomy-connectivity trade-off using networked multi-agent systems theory; the integration of ethical reasoning as a structural component within the control loop via formal logic constraints; and the identification of emergent collective intelligence phenomena enabled by vehicular networks. This work provides a foundational theoretical model for interdisciplinary AV research, with direct implications for resilient system design, verifiable ethical AI, and integrated transportation policy.
